Ok, for my ANBU mask, I just got some plaster strips(aka cotton/muslin strips and plaster mix; find at Micheals) and made a mold of my face. (Note: put vaseline on your face so the plaster don't STAY on your face, and you'll probably want some help with that part)
After it's hardened enough to come off your face and maintain its shape, just keep adding layers of plaster strips to it to mold it to the shape you want. Let it dry in a cooler, room tempurature. When the surface is completely dry (the inside will take at least 3 days longer, so don't play with it too much), sand down any rough edges to make the painting process smoother. Then you can start painting. I highly suggest making several base coats of white to ensure the color. So yeah, paint any pattern you want on the surface. Be ready to make LOTS of corrections. The painting part will take the longest.
And if you don't want to hold it when it's finished, think about making sturdy (possibly reinforced) holes in the side for mask ties. Have fun, and don't be afraid to be a little creative!! Hope that helps!! :D
